txcls_rate appears in https://github.com/morrownr/88x2bu-20210702.
But RTL8822B doesn't use it. I figured it can be included in case
some future chips use it. Well, even in that driver, txcls_rate
is just printed in a debug message.

I haven't seen RA report larger than 7 so far.
