Have you tried to set this to 1? Just a random thing you can try. I'm not sure if it's necessary with the Mediatek cards, but if you try this parameter, do a cold boot (set the parameter using the bootloader or a file in /etc/modprobe.d/, shut down the laptop, then turn it on again). I added the maintainers of mt76 to the Cc list.
