The patch has the following parts:

- Necessary changes to xfs_ag.h
- two new ioctls
- Changes to the allocation functions to avoid using marked AGs
- Extension to xfs_alloc_log_agf

This should implement the second step on the requirement list to shrink
an xfs filesystem. Comment are welcome.
