I would welcome this suggestion. It helps stake holders interested in "XFS in
LTS kernels" to quickly get an overview of the issues and current progress
made on LTS kernels.

I have no issue with this, and I think it's wise for the reasons you've
stated. Even those who don't actively participate in maintaining LTS
kernels may still wish to keep an eye on how things are evolving, and a
dedicated list would make that easier too.
If it comes to exist, are there any other -stable people, processes, or
bots that should start using it too?

As the xfs stable maintenance process is still evolving quite a bit,
there will be a decent amount more traffic for xfs than for other
subsystems. I believe the actual stable patches will still go through
the normal stable list and the xfs-stable will mainly serve for
discussions on xfs-specific testing requirements/patch
selection/process questions/etc prior to actually submitting the
patches via stable. So I think it makes sense to split this out into a
separate list.
