Powerpc and Arm select breakpoint support ability only if
Perf is built. This is not necessary anymore now that we
enable perf once breakpoints support is selected.

Powerpc and Arm select breakpoint support ability only if
Perf is built. This is not necessary anymore now that we
enable perf once breakpoints support is selected.
