There is no need to be root to install the ELDK or ELDK packages.
Also, you should read (and follow) the documentation; the manual
explains in deatil that you have to use the ELLDK's own RPM-tool to

You must use "${CROSS_COMPILE}rpm" instead.

Maybe I meet the big trouble.
I find no powerpc-linux-rpm in my build machine, only have
powerpc-linux-gcc, powerpc-linux-ar .....
What should I do?

You should really READ the documentation. It says, and I explicitely

you should run ppc_8xx-rpm or whichever other architecture you're
using (alternatively ppc-rpm would work, but this is undocumented and

I have loadload ELDK-3.1.1 (ppc-2005-03-07 & ppc-2005-03-07-src), but
whatever I try it, it doesn't work.

Can you please provide a specific example command you tried (and make
sure that it's working in a standard Linux environment), and post it
with a complete list of all output and error messages it produces?
