isa207_pmu_format_group struct is local to the source and does not need to
be in global scope, so make it static
Cleans up sparse warning:
arch/powerpc/perf/isa207-common.c:40:30: warning: symbol 'isa207_pmu_format_group'
was not declared. Should it be static?
