As far as I can see CONFIG_PREEMPT_LAZY doesn't pull CONFIG_PREEMPT_RCU. 
CONFIG_PREEMPT_DYNAMIC does:

	  This option selects the RCU implementation that is
	  designed for very large SMP systems with hundreds or
