is portmap actually running?
try ps -e | grep portmap

if it is

netstat -an | grep ":111 "

should report something like this.

tcp 0 0 0.0.0.0:111 0.0.0.0:* LISTEN
udp 0 0 0.0.0.0:111 0.0.0.0:*
