Of the !assigned-device || !VTd-PI || !kvm_vcpu_apicv_active(vcpu)
checks. This way, CPUs are woken up correctly even if you have
!kvm_vcpu_apicv_active(vcpu) but the IRTE is a posted-interrupt one.
