[PATCH] hrtimer: remove hrtimer_clock_base::get_softirq_time

Subject: hrtimer: remove hrtimer_clock_base::get_softirq_time()

When looking over the hrtimer code I noticed that 
hrtimer_clock_base::get_softirq_time() is currently unused in the entire
tree, remove it.
