[PATCH V2 1/2] hwmon: uniform the init style of pkgtemp

[Chen Gong <gong.chen@linux.intel.com>]

pkgtemp is derived from coretemp, so some reasonable
logics should be applied onto pkgtemp, too. Such as
the init logic here.
