And should we also change that in the optimistic spinning functions so
that it defaults to:

	static bool rwsem_optimistic_spin(struct rw_semaphore *sem)
	{
        	return false;
	}

in the !CONFIG_RWSEM_SPIN_ON_OWNER case.
