I think we should get rid of ifdefery completly, see below. And with 
comment to previous patch,

     __is_defined(INLINE_COPY_TO_USER)

becomes

     !IS_ENABLED(CONFIG_ARCH_WANT_OUTLINE_USER_COPY)
