[PATCH] create header file for i386/kernel/i8259.c

Hi all,

this trivial patch against 2.5.59 creates header file asm-i386/i8259.h
and exports some prototypes and macros related to i8259 handling into it.

This allows subarches (such as visws) to use some parts of i8259.c for
handling their nonstandard hardware.
