Is there a list somewhere(with ability to download) of all of the
patches to 2.4.20 that people have applied or suggested?

I don't want to move my production system to 2.4.21-preX but I do want
to make sure I've kept 2.4.20 up-to-date.

Or is the answer, just wait for 2.4.21?

For stuff already merged: http://linux.bkbits.net:8080/linux-2.4
For stuff suggested but not applied yet read LKML.

Depends on what you consider to be up-to-date. But I guess, you want
to have all the security fixes and important bug fixes and nothing
but.

James Bourne intends to maintain that and has put it somewhere on
www.hardrock.org (although I cannot find it right now).

James and H. Peter still haven't gotten around to put the stuff on
www.kernel.org, where most people would expect it to be. *hint*

Currently the non-official site for kernel updates patches is at 
http://www.hardrock.org/kernel/current-updates/

This includes the ext3 patches, ptrace patch, and tg3 patch which have been
show stoppers.  This should get you through to the 2.4.21 release.

Follow the link on the main page that says
"Current Mainstream Kernel Updates (2.4.20)"

and you'll have it.

For 2.4.20, I use the kernel sources in the Debian unstable archive,
currently in it's 6th release for 2.4.20.  It has the ptrace, ext3, and
padding fixes from 2.4.21preX, and some other bug-fix only things.
