Right, most of it is arch-neutral.
It appears that PA-RISC doesn't support PREEMPT:
include/asm-parisc/hardirq.h:
#ifdef CONFIG_PREEMPT
# error CONFIG_PREEMT currently not supported.
[complete with typo]
and UML doesn't support PREEMPT either.
