Do what a number of distros do these days, make /dev a ramfs or tmpfs.
That way no hardlinks outside /dev will work:
$ ln /dev/hda /tmp/foo
ln: creating hard link `/tmp/foo' to `/dev/hda': Invalid cross-device link
