It seems the address in MAINTAINERS for DVB seems to be no longer valid:

Confirmed. I've notified the list admins. I hope it will be fixed soon.
I can't go into details, but the server for linuxtv.org had to be
moved recently because someone decided to pull the plug on the
project's internet connectivity without warning :-(
