Or just make a symbolic linked shadow FS with translated filenames
(UNTESTED):

cd /tmp
cp -src /mnt/problem_dir .
find problem_dir -exec bash -c "mv \'{}\' \'$(echo {} | iconv -f KOI8-R -t UTF-8)\'" \;
