Setting it somewhere at the top of the Makefile doesn't help since the 
Makefile sets it itself later overriding your setting.

The Makefile contains the line
  CC              = $(CROSS_COMPILE)gcc

Change this line to
  CC              = $(CROSS_COMPILE)distcc
