There's still quite a bit of duplication here.

Perhaps we could move this sysctl stuff into kernel/sysctl.c (under a new
CONFIG_EXCEPTION_TRACE (which seems a poor name - maybe
CONFIG_REPORT_UNHANDLED_SIGNALS?))
