Don't warn for feature-dwarf==0 if user explicitily
disabled dwarf by NO_DWARF=1.

perf tools: Remove unneccessary feature-dwarf warning
Don't warn for feature-dwarf==0 if user explicitily disabled DWARF by
using NO_DWARF=1.
