[PATCH] MAINTAINERS: give proc sysctl some maintainer love

[Luis R. Rodriguez]

We poke at proc sysctl enough that really we should declare it
maintained. We'll just be Cc'd and sending updates / ACK'ing
changes through akpm's tree.
