Hi Kees and Baoquan,

I follow Kees's suggestion, put num_immovable_region into #ifdef
CONFIG_MEMORY_HOTPLUG, since there won't be num_immovable_region if
not in #ifdef ..., so I changh the order of these two situations
of Baoquan's version.
