Rearrange the functions in trace_sched_wakeup.c so that there are fewer
#ifdef CONFIG_FUNCTION_TRACER and #ifdef CONFIG_FUNCTION_GRAPH_TRACER,
instead of having the #ifdefs spread all over.
No functional change is made.
