It needs setting. Note: very belatedly AMD released naming; it's now officially called MSR_AMD64_DE_CFG2 and MSR_AMD64_DE_CFG2_SUPPRESS_NOBR_PRED_BIT but shall remain the SPECTRAL CHICKEN.
