This is a follow up to and a breakout from:

It's mostly mopping up technical debt and preparing for the actual APIC ID
management rework, which is required to handle asymmetric configurations
like P/E systems correctly.
Changes vs. the original series:
- Split out the preparatory work
- Address review feedback (Andy)
It applies on top of:
