[PATCH] tsacct: Replace strncpy() with strscpy()

[PATCH] tsacct: Replace strncpy() with strscpy()

Replace the deprecated[1] use of strncpy() in bacct_add_tsk(). Since this
is UAPI, include trailing padding in the copy.
