Python3 is necessary for running some scripts such as
drivers/gpu/drm/msm/registers/gen_header.py

Both scripts/package/kernel.spec and scripts/package/PKGBUILD already
list Python as the build dependency.

Do likewise for scripts/package/mkdebian.
