Add support for frame size and frame interval enumeration by
implementing ENUM_FRAMESIZES/FRAMEINTERVALS V4L2 ioctls for encoder
video device with necessary hooks.

This allows userspace application to query encoder capabilities and
adapt encoding configurations accordingly.
