Patch 1/2 skips kprobe_multi subtests when bpf_testmod isn't available.
Patch 2 makes perf_event triggering reliable on slower systems.

Tested:
  ./test_progs -t bpf_cookie/perf_event -vv (30 runs): 0 failures
