While removing Baikal SoC and platform code pieces I found that this
code belongs to lib/math/ rather than generic lib/. Hence the move and
followed up cleanups.
No functional changes intended.
Changelog v2:
- added missing math.h (Kuan-Wei)
- amended the first sentence in the top comment (Randy)
- collected tags (Randy, Kuan-Wei)
