Implement the required cfg80211_ops callbacks to support both station and
AP modes using the NXP firmware interface.

Because the firmware handles association through a dedicated command
sequence, the driver cannot rely on mac80211 for authentication or
association. Provide separate handling to support SAE-based authentication
for wpa_supplicant and hostapd, along with firmware-driven association
management.
