I met the same problem. Would the following change be more simple and clear?

-  PYTHON_EMBED_LDOPTS := $(shell $(PYTHON_CONFIG_SQ) --ldflags 2>/dev/null)
+  PYTHON_EMBED_LDOPTS := $(shell $(PYTHON_CONFIG_SQ) --ldflags --embed 2>/dev/null || $(PYTHON_CONFIG_SQ) --ldflags 2>/dev/null)
