Yeah - it only gets autogenerated if it's that:
ifeq ($(CONFIG_MODULE_SIG_KEY),"certs/signing_key.pem")
from certs/Makefile.
It may have leaked from an earlier version before the mechanism got moved to
the certs/ directory.
