This patch adds 802.1Q VLAN support to the linux kernel.

This patch fixes several bugs and removes a dependency on the
/proc interface.  It should be close to passing muster with the
network code maintainers, and so may be a cantidate for kernel
inclusion.  Please let me know if you have any suggestions or
