Without CONFIG_HOTPLUG and CONFIG_HOTPLUG_PCI, I got this:

Setting CONFIG_HOTPLUG=y and CONFIG_HOTPLUG_PCI=y allowed 2.6.13-rc2 to build/boot/run.
