Get a steady 2.00 there. I stopped unnecessary processes etc.
load average seems to be invariant

Hmm, reboot to 2.6.14-rc1-git1 cured it. Will see if it happens again.
(btw. it was not invariant but the lower limit was 2 even after stopping
everything but some essential processes (ssh, init, getty))

Did you check with ps aux, if there were processes stuck in D state? Those
count towards the load average...

No, I didn't explicitly. But I killed nearly every process but the kernel
threads and it didn't change. Shortly before rebooting the load even rised
again without me doing anything - very creepy (I thought about a rootkit but
the machine just has a NATed ssh port open to the internet on a non-standard
port).
uptime is now 6:32 and it has not happened again.

So you probably have 2 processes in "D" state. Find a kernel bug which leaves
them there...

Okay, it happened again. Turns out to be the usb-storage kernel threads:

I've an USB card reader in my monitor which turns off, when the monitor goes
to standby/is shut off. I think I can reproduce it that way, but I'm currently
not physically near the machine to check.

Any debug info that can help? Last known good kernel was 2.6.13-git6.
I don't update that machine that much. ;-)

Current kernel is 2.6.14-rc1-git1.

Can you post a stack dump for those two threads?  Normally they are idle,
in an interruptible wait, so they shouldn't be in D state.  Since they
are, maybe there's some sort of error recovery attempt going on.  Like
hald doing its periodic checking of hotpluggable storage devices while
your monitor is off.

This patch (as561) fixes the error handler's thread-exit code.  The 
kthread_stop call won't wake the thread from a down_interruptible, so 
the patch gets rid of the semaphore and simply does

	set_current_state(TASK_INTERRUPTIBLE);

Can you please check that the

	if (shost->host_busy == shost->host_failed ...

condition for waking up is really correct?  Thanks.

Hum, I wonder if this could be related to my problem of the USB mass 
storage becoming unreachable after a while. I have no problems with 
2.6.13-rc5-git1, but 2.6.14-rc1 and 2.6.13 show the problem. If I see 
the problem again I'll look for the hung processes, but I can't run 
those kernels on the production system any more, if it dies on the 
weekend I have a 260 miles round trip to reboot it.

I believe that the problem was introduced after 2.6.13 was released.  And
it only occurs when SCSI devices are removed, not while they are in use.
