If SERIAL_8250_RUNTIME_UARTS is > SERIAL_8250_NR_UARTS then more serial
ports are registered than we've allocated memory for.  Prevent this by
limiting SERIAL_8250_RUNTIME_UARTS in the serial Kconfig.
