It seems like whoever added the message saying to report this to LKML
hasn't responded to these reports. Any patches adding such messages in
the future should really include details of what they expect to be done
with the reports..

Is this a regressions?
Have you tried to boot kernel with "pci=assign-busses" param?

There is a patch in -mm and in my queue for 2.6.23 to revise the message
to send the information to the correct person responsible for it.
