this is a continuation of another thread:

The following patch is just an illustration, not tested even compilation wise.


(1) handle in a generic way all cases when a newly woken-up task is
not migratable (not just a corner case when "rt_se->nr_cpus_allowed ==
1")

(2) if current is to be preempted, then make sure "p" will be picked
up by pick_next_task_rt().
i.e. move task's group at the head of its list as well.

currently, it's not a case for group-scheduling as described here:

I can understand why we break out when current is bound to a single CPU,
but why do we break out when p is bound to a single CPU. Don't we want to
push curr off if we can find a CPU for it?

Finally, this new version compiles and boots (applied a minor compilation fix).
Functionality is not yet fully tested though.

It's on top of today's tip tree.

Any objections to this approach?

Subject: prioritize non-migratable tasks over migratable ones in a generic way

(1) handle in a generic way all cases when a newly woken-up task is
not migratable (not just a corner case when "rt_se->nr_cpus_allowed ==
1")

(2) if current is to be preempted, then make sure "p" will be picked
up by pick_next_task_rt().
i.e. move task's group at the head of its list as well.

currently, it's not a case for the group-scheduling case as described
here: http://www.ussg.iu.edu/hypermail/linux/kernel/0807.0/0134.html

Hi Dmitry,
  A brief inspection of the patch looks good.  I am still not convinced we need to worry
about this condition anymore, however.  The fact that we cannot guarantee that the
migratable task will start running seems that it violates *something*, even if it is not
technically called out in posix. :)

But if we are going to solve that problem, this seems like a decent way to do it.

Neither am I.

It's just that (I think):

(a) either we remove this whole new 'concept' (as it's implemented
now) completely;
(b) or do it in a more generic way (like with this patch).
