Sorry. I forgot the step of offline CPU. The correct steps is following:
# echo 0 > /sys/devices/system/cpu/cpu3/online
# mkdir /dev/cpuctl
# mount -t cgroup -o cpu,noprefix xxx /dev/cpuctl
# ./cpuctl
