Those two functions no longer call alloc_bootmmem_cpumask_var(), so
no need to tag them with __init_refok.

sched: Remove unneeded __ref tag

Those two functions no longer call alloc_bootmmem_cpumask_var(),
so no need to tag them with __init_refok.
