Kconfig prevents that:

config KPROBES
         bool "Kprobes"
         depends on MODULES
         depends on HAVE_KPROBES
         select KALLSYMS


so you can have either CONFIG_KPROBES=y or CONFIG_KPROBES=n, but not =m.
