cpu_need_virtualize_apic_accesses is needed to set
SECONDARY_EXEC_VIRTUALIZE_APIC_ACCESSES (vmx_secondary_exec_control) and
SECONDARY_EXEC_VIRTUALIZE_APIC_ACCESSES is required to get to
handle_apic_access.
