I didn't reproduce your issue on my side,

run the your commands as follows, it works fine,  the system reset 
doesn't happen.

#!/bin/sh

while [ 1 ]
do
         sleep 5;
         echo 1 > /dev/watchdog
done
--->8----

I also check the WDT_MR register before and after enabling watchdog, the 
WDV and WDD fields are correct.
