I assume this is a binutils bug?  I ran into a similar problem on PPC a while
back where I couldn't cross-compile even relatively basic PPC code.

No, I think that LLVM is perhaps missing support for this instruction
Filed https://github.com/ClangBuiltLinux/linux/issues/1891 to track this.
