[PATCH 00/18] MAINTAINERS and scripts/get_maintainer.pl updates

A few fixes and updates.

This patchset does not change the style of
MAINTAINERS P: and M: lines to be integrated
M: "Full Name <address.tld>"

One day.  Maybe.
