Update h8300 clocksource / clockevents driver

Changes bellow
h8300_timer8.c:
Cleanup set_next_event handler.
Use ioread / iowrite functions.

h8300_timer16.c:
Overflow handling fix.
Use ioread / iowrite functions.

h8300_tpu.c:
Use ioread / iowrite functions.
